Turns out this is a wet umbrella plastic cover dispensing machine, so that you don’t drip water all over the floor.
I have never seen this in India nor encountered something like this in US too.
Its raining right now in Osaka. One thing you spot outside apartments and offices are lots of umbrellas,its so unpredictable when it rains in Osaka that people have many spare umbrellas outside their homes and offices. Japanese umbrellas are supposed to be the best make, they are sturdy and strong and at times very expensive. The other rainy day I went to buy groceries and was encountered by this thing –
